The meeting pointed out that since the National Ecological and Environmental Protection Conference was held, all regions and departments have taken strong actions and achieved remarkable results, and the overall ecological and environmental quality of the country has continued to improve. We must thoroughly implement the tasks deployed by the National Ecological and Environmental Protection Conference, actively promote the construction of the Beautiful China Pilot Zone, strengthen coordinated governance of pollution reduction and carbon reduction, fight the battle to protect blue skies, clear waters and clean land with higher standards, and promote ecological and environmental protection to a new level. We must strengthen policy coordination, better combine green, low-carbon, ecological and environmental protection with expanding investment and consumption, and enhancing development momentum, and promote the comprehensive green transformation of economic and social development.
The meeting pointed out that foreign-invested enterprises play an important role in building a new development pattern. We must increase efforts to attract and utilize foreign investment and take multiple measures to stabilize foreign investment. We must deepen the opening up of key areas, implement the "zero" requirements for restrictive measures on foreign investment access in the manufacturing sector, and launch a new round of pilot measures to expand the opening up of the service industry. We must optimize policy implementation and support domestic and foreign-invested enterprises to participate in large-scale equipment upgrades, government procurement and investment. We must continue to improve the level of investment facilitation, optimize foreign investment policies in the fields of pharmaceuticals and medical devices, expand new formats and models of bonded maintenance, and further strengthen service guarantee mechanisms. We must create the "Invest in China" brand, revise and release a new version of the "Catalogue of Industries Encouraged for Foreign Investment", and improve the convenience of foreign personnel at work.
The meeting pointed out that strengthening the training of skilled personnel is crucial to solving structural employment contradictions and promoting high-quality full employment. We must adhere to demand orientation, strengthen employment market research, deepen school-enterprise docking cooperation, and train more skilled personnel who are in short supply in the market and urgently needed by enterprises. We must increase the intensity of supporting policies, make good use of funds such as training subsidies, strengthen employment services for key groups such as college graduates and migrant workers, give full play to the role of recruitment platforms and talent markets, and better promote the adaptation of people to positions and the matching of supply and demand.
The meeting pointed out that strengthening the construction of the nursing team and optimizing nursing services are important measures to better meet the people's diversified medical service needs. It is necessary to effectively improve the attractiveness of the nursing profession, improve salary, establishment, professional title promotion and other guarantee measures, implement equal pay for equal work for both on- and off-staff staff, and attract and stabilize more talents to engage in nursing work.
The meeting reviewed and approved the "Regulations on the Implementation of the Law of the People's Republic of China on Guarding State Secrets (Draft Amendment)", pointing out that confidentiality work should be done in accordance with laws and regulations, hidden dangers should be eliminated in a timely manner, loopholes should be plugged, and cases of leakage of secrets should be strictly prevented. It is necessary to carry out extensive publicity activities on confidentiality laws, strengthen the interpretation and guidance of regulations, and create a good atmosphere for consciously guarding state secrets.
